Usually for a pontoon boat of 21' the 1/2" double mooring line with 3 shackle and e thimbles is a right size.
But depending the of the cleats or attachment of your pontoon boat.

I have a 2012 18' Tracker Bass Buggy Pontoon boat. What do you recommend to tie to a Lake Buoy. I need to run ropes from each pontoon and connect to a single line to buoy. Currently is three ropes connected with shackles with the line to the buoy having a snubber. There is another line that ties to chain below the buoy from under the boat between the pontoons.
The 1/2" x 7' double mooring for pontoon will work very well for your boat. Not needed the extra snubber due the high stretching; up 30%becouse the rope is made with high quality100% nylon.
An extra line on the middle is always good option as backup.

how can I keep my three strand double mooring line from my pontoon boat from wrapping around the chain attached to the mooring buoy ?
Hello,
One of the best way is installing a pool noodle (few dollars) secured by zip tied.
As well it is recommended to attach the line to the chain below the buoy, not on top of the buoy.

What I can do is to put over the rope 2ft of pool noodle from the thimble on the buoy end line, t will work very well.
